The dual initial public offering listing framework between Malaysia and Hong Kong will take effect next month, Transport Minister Anthony Loke Siew Fook said on Tuesday.

Speaking at the opening of “Think Business, Think Hong Kong 2026” in Kuala Lumpur, Loke said the framework follows a memorandum of understanding signed by the Securities Commission Malaysia and Hong Kong’s Securities and Futures Commission on July 23. The MOU expands mutual recognition of funds to include exchange-traded funds and real estate investment trusts, and introduces the simplified dual IPO route.
He also confirmed that Bursa Malaysia has been recognised as a Recognised Stock Exchange by Hong Kong Exchanges and Clearing Ltd, allowing Malaysian public limited companies to apply for a secondary listing in Hong Kong. “Regulators can sign agreements and governments can open offices, but none of it counts until a Malaysian company actually files for that dual listing, or a Hong Kong fund manager actually brings a product to Malaysian investors,” Loke said.
The minister highlighted deepening air and maritime links between the two economies. Cathay Pacific increased daily flights on the Kuala Lumpur-Hong Kong route to four in March, while Malaysia Airlines added direct services from Kuala Lumpur to Shenzhen and Changsha in July, expanding its Greater China network to nine gateways.
On the cargo side, Hong Kong International Airport ranks among the world’s busiest air cargo hubs, while Port Klang sits on one of the world’s busiest shipping lanes.
Loke urged businesses to capitalise on the stronger capital market ties. He noted that Hong Kong has been a major investor in Malaysia for decades and ranks among Malaysia’s top trading partners within Asean. “The relationship between the two economies is considerably stronger than commonly perceived,” he said. Closer cooperation in capital markets, trade and investment will further strengthen economic ties, he added.
