The Works Ministry (KKR) aims to secure the largest development allocation among ministries in Budget 2027, Deputy Works Minister Datuk Seri Dr Ahmad Maslan said.

KKR is collecting proposals from agencies including the Malaysian Highway Authority (LLM), Construction Industry Development Board Malaysia (CIDB) and Public Works Department (JKR) ahead of a meeting with the Finance Minister II on Aug 28. “We hope KKR’s development allocation can be increased from last year,” Ahmad told reporters in Batu Kawan on Saturday. In 2026, the ministry received about RM10 billion, of which RM9 billion was for development.
KKR is also accelerating smart-highway projects through LLM, using digital tools, artificial intelligence and closed-circuit television. Ahmad highlighted TuJu, Malaysia’s third navigation app after Waze and Google Maps, which provides highway-specific data such as toll rates, rest areas and real-time traffic linked to the LLM Traffic Control Centre.
TuJu monitors more than 300 CCTV cameras across 34 highways, including Penang’s two bridges. It is integrated with KKR and MYJalan apps so users can report road conditions. Malaysia has 34 highways operated by 28 concessionaires covering more than 2,000 km, with over 1,000 km owned by PLUS Malaysia Bhd.
The multi-lane free flow (MLFF) toll system remains in proof-of-concept stage and will be implemented through business-to-business agreements between concessionaires without government funds. “Concessionaires may choose their own or external providers,” Ahmad said, noting PLUS has begun using its JustGo system.
CNR2026, attended by 5,000 participants including 114 from 18 countries, was organised with KKR, the Entrepreneur Development and Cooperatives Ministry, Youth and Sports Ministry, Penang state government and multiple agencies and partners.
