Permendag No. 19/2026, which came into effect on June 8, 2026, replaces Permendag No. 31/2023 and mandates the promotion of domestic products, particularly micro, small, and medium enterprises (MSMEs), alongside transparency in pricing and consumer protection.
Budi highlighted the need to maintain a sustainable digital trade ecosystem involving sellers, platforms, and consumers. He stressed that product quality and consumer protection are critical to strengthening domestic market usage and supporting local businesses. “For sellers, the product must be good and high-quality so that consumers will return to repurchase,” he said.
The collaboration between the government and digital platforms is seen as essential to broadening market access for local products. Businesses are urged to maintain quality and align their offerings with market demand. “Our role is to find markets. You make the products, and we, together with Shopee, will find the markets,” Budi added.
Shopee Indonesia’s Deputy Director of Government Relations, Balques Manisang, outlined the program’s integrated support for local businesses, including the Local Business Acceleration Voucher, digital skills training via Kampus Shopee, export market access, promotional management, operational support through Dikelola Shopee, and intellectual property protection via the Brand IP Portal.
Balques noted that Shopee provided vouchers worth Rp165 billion in 2025 and over Rp100 billion in 2026 to local sellers. The Local Business Acceleration Voucher, launched on May 17, 2026, offers Rp500,000 per store per month to sellers exclusively selling local products.
The program also includes digital upskilling initiatives such as affiliate marketing, interactive features utilization, ad optimization, and store performance management. Additionally, businesses gain access to export programs and operational support, from order and inventory management to logistics, to expand market reach.
Shopee provides a program management feature detailing promotional programs and cost structures, enabling sellers to evaluate participation and calculate product margins based on their business strategies. The Brand IP Portal assists business owners and brands in reporting violations, including counterfeiting and trademark misuse.
Support services for obtaining the Business Identification Number (NIB), Indonesian National Standards (SNI), and halal certification are also included in the program launch. Balques expressed optimism that Shopee’s comprehensive support would enhance local product competitiveness and contribute to domestic economic growth.
