ASEAN’s landmark Digital Economy Framework Agreement (DEFA) will let member states adopt digital identity, trade and cross-border services at different speeds under its “ASEAN minus X” mechanism.

Negotiated over 14 rounds since September 2023, DEFA responds to the region’s uneven digital maturity—from Singapore’s Singpass and Malaysia’s digital identity system to countries building foundational infrastructure. The agreement stops short of creating a single regional identity, instead aiming to make national systems interoperable.

“Making verifiable credentials widely usable within countries and across borders is a powerful opportunity for the ASEAN Digital Economy Framework Agreement,” the World Bank said in a policy note.

The region’s 680 million people generate a digital economy worth nearly $2 trillion. “DEFA is an attempt to turn ASEAN’s 11 national markets into something closer to one regional digitally-savvy market,” said Mario Masaya, vice-president of research, technology and financial services at the US–ASEAN Business Council.

DEFA creates new pathways for women entrepreneurs, rural innovators and youth-led start-ups, according to ASEAN Secretary-General Kao Kim Hourn.

Implementation will begin once DEFA is signed and enforced. Each member must convert commitments into law at its own pace. Masaya recommends ASEAN set concrete targets, track annual metrics for digital trade or SME exports, and provide international monitoring and technical support to lagging members.

The OECD estimates DEFA could raise intra-ASEAN trade by up to 20 percent by lowering costs for the region’s 71 million micro, small and medium enterprises—companies that account for 97 percent of businesses and 85 percent of employment.

DEFA also covers cybersecurity, consumer protection and trusted digital transactions amid rising scams across East Asia and Oceania.

National digital wallets such as Vietnam’s VNeID, Singapore’s Singpass and Indonesia’s IKD already serve millions. The task is to make these systems interoperable without forcing a single regional wallet.

ASEAN is pursuing interoperability through common trust frameworks that let national identity systems and digital wallets work across borders while remaining under domestic control. Adopting similar standards would connect diverse systems, simplify cross-border transactions and ensure credentials are trusted inside and outside the region.

Alignment with standards similar to the EU’s could help ASEAN become a unified digital identity ecosystem, lowering costs for businesses and citizens and strengthening regional integration.

Ultimately, DEFA’s success will be measured by whether investors treat ASEAN as one integrated digital market rather than 11 fragmented ones. If implementation and buy-in are secured, the digital economy could unlock opportunities for business and enterprising individuals across Southeast Asia.
