A senior project manager at Singapore’s town council managing agent EM Services was charged on Friday with six counts of corruption and money laundering totalling S$220,000 in alleged bribes.

Market Impact

Phua Gim Chuan, 63, faces six charges linked to payments he received between March 2020 and January 2023 from directors at three contractors. EM Services manages Holland-Bukit Panjang, Sembawang and Sengkang town councils, according to its website.

The alleged bribes were paid by Yap Hwee Kang of Paragon Engineering, Ng Lee Peng of MCE Contract Services and J&M Construction, and Lim Kian Koon of Seah & Lim Construction. Yap is accused of giving Phua S$30,000 in March 2020 to influence a Holland-Bukit Panjang Town Council contract. Ng allegedly paid S$40,000 between September and October 2022 and another S$50,000 in January 2023 for proposals at Sembawang and Sengkang town councils.

Lim is accused of paying S$100,000 in December 2022 to advance Seah & Lim Construction’s bid at Sengkang Town Council.

Prosecutors said Phua concealed S$90,000 by instructing his wife to deposit the cash in her personal bank account in December 2022. They also accused him of using about S$105,000 of the funds to buy a Mercedes-Benz in January 2023.

All three directors also face charges. Yap, 66, and Lim, 64, each face one charge, while Ng, 62, faces two. The Corrupt Practices Investigation Bureau said in a statement that the maximum jail term for each corruption offence can rise to seven years if the matter involves a government or public body contract.

The men are due for their next hearing on September 18. Individuals convicted of such offences can be fined up to S$100,000, jailed for up to five years, or both.
