Counsel Muhammad Rafique Rashid Ali said the single charge against his client alleges that on 29 July between 11 p.m. and 11.30 p.m. in a house on Jalan Sama Gagah, Taman Telok Gedung Indah, Port Klang, Shah “unreasonably” used a looped rope to choke the dog, causing pain.

Roghini faces one charge under the same section for allegedly “unreasonably pulling” the animal. Court records show she also faces a second, separate charge at the Magistrates Court.

Rafique added that Shah is not a Klang Municipal Council employee but a volunteer. He endorsed a request by Selangor police chief to avoid inflating the dispute or speculating about the dog’s breed.

“Shah has pleaded not guilty, requested a trial and been released on RM6,000 bail,” the lawyer said. He will return to court to defend himself.
